No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.

Non-Competitive Qualifications for appointment under the NYHELPS Program:

To qualify, you must have:

  • Two years of experience performing at least one of the following tasks: reconciling accounts, calculating payments, collecting and analyzing statistics and information, or explaining policy or benefit information to the public.

OR

  • An associate degree (or higher) can be substituted for two years of the required specialized experience.

Competitive Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1 of the Civil Service Law. 

70.1 Transfer

For 70.1 transfer to Employees’ Retirement System Examiner 2, SG-12, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-10 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

55-b/c

Duties 

  • Confirm eligibility and initial benefit payments by interpreting and applying appropriate New York State and Local Retirement System Law, policy, and regulation.
  • Perform adjustments involving complex mathematical equations.
  • Determine benefit eligibility for members and retirees.
  • Finalize retirement benefit payments.
  • Receive and respond to the full range of inquiries from stakeholders.
  • Oversee the processing of transactions.
  • Develop and test modifications to existing automated correspondence and calculations due to changes in the law.
  • Review and prepare member cases related to the New York State & Local Retirement Systems.
  • Process retirement calculations that require application of specialized law and procedures.
  • Function as technical supervisor of Office Assistants and ERSE 1s.
  • Review calculations and work completed by staff and ensure compliance with all relevant policies, rules, regulations, and laws.
  • Ensure the prompt and accurate processing of work unit assignments.
  • Act as the unit’s liaison with other units.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
